Mr. Chen Bin was born in February 1963 in Jingzhou City, Hubei Province. He joined the Communist Party of China (CPC) in September 1988. He holds a Master’s degree and is a senior engineer.
He started his work in the Department of Institutional Administration and Human Resources Management of the State Environmental Protection Administration (SEPA) in August 1986.
Since January 1995, he successively held the posts of Deputy Director of Finance Division, Director of Planning and Finance Division, and Director of the Investment and Finance Division, from Department of Planning and Finance of SEPA.
In September 2001, he was appointed the Deputy Director General of the Department of Planning and Finance of SEPA. In January 2007, he was appointed the inspector of the Department of Planning and Finance of SEPA, and Director General of the Office of National Census on Pollution Sources.
In June 2009, he was appointed the Secretary of the Party Committee and Deputy Director General of the China National Environmental Monitoring Center (CNEMC).
From July 2014 to April 2016, he was the Director General and Deputy Secretary of the Party Committee of CNEMC.
Since May 2016, he took the office as the Secretary of the Party Committee and Vice President of the Chinese Research Academy of Environmental Sciences (CRAES).
